{"id":1622,"date":"2019-03-21T15:11:56","date_gmt":"2019-03-21T14:11:56","guid":{"rendered":"https:\/\/youthnetworks.net\/?p=1622"},"modified":"2019-03-21T15:14:16","modified_gmt":"2019-03-21T14:14:16","slug":"erasmus-and-brexit-what-is-it-going-to-happen-after-29-march","status":"publish","type":"post","link":"https:\/\/youthnetworks.net\/erasmus-and-brexit-what-is-it-going-to-happen-after-29-march\/","title":{"rendered":"Erasmus+ and Brexit: what is it going to happen after 29 March?"},"content":{"rendered":"\n<p>On 19 March, the <a rel=\"noreferrer noopener\" aria-label=\"European Council (opens in a new tab)\" href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2019\/03\/19\/ensuring-the-continuation-of-erasmus-activities-in-the-event-of-no-deal-brexit-council-approves-contingency-measures\/\" target=\"_blank\">European Council<\/a> adopted a regulation with which <b>the funding for ongoing mobilities between UK and EU has been secured<\/b>. This follows the vote of wednesday in the European Parliament. Although the Brexit date is approaching, Erasmus+ participants that have already left can then be sure that the projects they&#8217;re participating in will be financed through their entire lifetime. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The proposal of European Commission<\/h2>\n\n\n\n<p>Last week MEPs voted for a set of <strong>contingency measures<\/strong> meant to safeguard the teachers, students and any other E+ participant currently abroad. Those were set out in the <strong>proposal <\/strong>that the European Commission put forward on 30 January 2019, available <a rel=\"noreferrer noopener\" aria-label=\"here (opens in a new tab)\" href=\"https:\/\/ec.europa.eu\/info\/sites\/info\/files\/com-2019-65_en.pdf\" target=\"_blank\">here<\/a>. <\/p>\n\n\n\n<p>Such proposal was issued by EU Parliament and EU Council, in order to prevent the risk that, due to the Brexit: <\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large\"><p>The  current  EU-27  and  UK Erasmus+  participants  would  have  to  interrupt  their  learning  mobility  activities.  Many students  would  lose  their  academic credits  and  could  be  obliged  to  repeat  their  academic semester  or  year.  This  would  be  a  very  disruptive  impact  for  students  themselves  as  well  as for their sending and hosting institutions. <\/p><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">What will be the fate of the Erasmus+ Programme beneficiaries now?<\/h2>\n\n\n\n<p>With the time running up, the final vote of the EU Council secured the ongoing mobilities &#8211; and the ones due to start within 30 March, the &#8220;date of withdrawal&#8221;. Students, learners and people involved in any kind of E+ funded activity <strong>will continue to get European funds<\/strong> without any other prejudice. A big relief, considering the uncertainity of the situation. <\/p>\n\n\n\n<p>This applies to beneficiaries of funding awarded before the date of withdrawal. And <strong>after that<\/strong>? Many British young people are seriously worried, and not without reason. In case of a no-deal Brexit, infact, the beneficiaries that have not started their mobility yet are still outstanding. As the <a rel=\"noreferrer noopener\" aria-label=\"Guardian  (opens in a new tab)\" href=\"https:\/\/www.theguardian.com\/education\/2019\/mar\/19\/erasmus-scheme-chaos-uk-students-limbo-funding-accommodation\" target=\"_blank\">Guardian <\/a>reported, they can&#8217;t be sure about whether or not they will be able to count non only on scholarships (if Erasmus+ students or learners) or other types of financial support (for volunteering), but also on <strong>health insurance<\/strong> &#8211; the truth is that, as for now, UK citizens can&#8217;t even be sure if their driving licences will still be valid in EU-27, after Brexit.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-1024x682.jpg\" alt=\"\" class=\"wp-image-1626\" width=\"398\" height=\"265\" srcset=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-1024x682.jpg 1024w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-300x200.jpg 300w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-768x512.jpg 768w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-696x464.jpg 696w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-1068x712.jpg 1068w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280-630x420.jpg 630w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/03\/woman-594465_1280.jpg 1280w\" sizes=\"(max-width: 398px) 100vw, 398px\" \/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">What if a a deal will not be reached?<\/h2>\n\n\n\n<p>Actually, the funding for mobilities starting within 30 March were already provided for in the <strong>general EU budget<\/strong>. The issue at stake is rather that the Brexit will happen while the seven-year-period 2014\/2020 of Erasmus+ Programme is still ongoing: the challenge, in a no-deal scenario, is to secure the mobilities <strong>until 2020<\/strong>. <\/p>\n\n\n\n<p>The base of the proposal is the <a rel=\"noreferrer noopener\" aria-label=\"EU Regulation No 1288\/2013 (opens in a new tab)\" href=\"https:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=OJ:L:2013:347:0050:0073:EN:PDF\" target=\"_blank\">EU Regulation No 1288\/2013<\/a> of the <strong>European  Parliament<\/strong> and of the <strong>Council<\/strong>, that governs the Erasmus+ programme for the above-mentioned period. Basically, the contigency measures adopted these last days fall under the obligations undertaken by the UK according to the general EU budget. <\/p>\n\n\n\n<p>As for the rest, a <a rel=\"noreferrer noopener\" aria-label=\"technical note (opens in a new tab)\" href=\"https:\/\/www.gov.uk\/government\/publications\/erasmus-in-the-uk-if-theres-no-brexit-deal\/erasmus-in-the-uk-if-theres-no-brexit-deal\" target=\"_blank\"><strong>technical note<\/strong><\/a><strong> r<\/strong>eleased by the UK government just states that:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-style-large\"><p> There are a range of options for the UK\u2019s continued participation in Erasmus+ and&nbsp;<abbr title=\"European Solidarity Corps\">ESC<\/abbr>, including programme country status, partner country status or another arrangement&nbsp;<sup><a href=\"https:\/\/www.gov.uk\/government\/publications\/erasmus-in-the-uk-if-theres-no-brexit-deal\/erasmus-in-the-uk-if-theres-no-brexit-deal#fn:2\">2<\/a><\/sup>. Partner country access to Erasmus+ varies between different regional groups&nbsp;<sup><a href=\"https:\/\/www.gov.uk\/government\/publications\/erasmus-in-the-uk-if-theres-no-brexit-deal\/erasmus-in-the-uk-if-theres-no-brexit-deal#fn:3\">3<\/a><\/sup>. <\/p><\/blockquote>\n\n\n\n<p>Some solutions to continue to take part in the Erasmus+ Programme after 2020 are currently under consideration. They can be either through an <strong>arrangement <\/strong>between the UK and the EU, so to make the UK partner country of the EU-27, or with an implementation of a series of <strong>bilateral agreements<\/strong> between the UK and the member states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 19 March, the European Council adopted a regulation with which the funding for ongoing mobilities between UK and EU has been secured.
