{"id":1704,"date":"2019-05-09T17:36:40","date_gmt":"2019-05-09T15:36:40","guid":{"rendered":"https:\/\/youthnetworks.net\/?p=1704"},"modified":"2019-05-09T17:36:42","modified_gmt":"2019-05-09T15:36:42","slug":"youth-priorities-the-document-of-the-council-of-europe-2020-21","status":"publish","type":"post","link":"https:\/\/youthnetworks.net\/youth-priorities-the-document-of-the-council-of-europe-2020-21\/","title":{"rendered":"Youth priorities: the document of the Council of Europe 2020-21"},"content":{"rendered":"\n<p>The <strong>Joint Council on Youth<\/strong> of the Council of Europe has released the <strong>priorities <\/strong>for the forthcoming biennium 2020-21: access to rights, youth participation and work, inclusive and peaceful societies. Organisations wishing to apply for a grant shall focus on these youth priorities. <\/p>\n\n\n\n<p>The <strong>projects <\/strong>will be evaluated by the Programming Committee on Youth, the co-managed body taking decisions on the programme of the youth sector (including the grants awarded by the <strong><a rel=\"noreferrer noopener\" aria-label=\"European Youth Foundation (opens in a new tab)\" href=\"https:\/\/fej.coe.int\/\" target=\"_blank\">European Youth Foundation<\/a><\/strong>). <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Access to rights  <\/h2>\n\n\n\n<p>The <strong>first goal<\/strong> is supporting young people and youth organisations in accessing their rights and advocating education for human rights and democracy. <\/p>\n\n\n\n<p>The steps through which accomplish this priority are:<\/p>\n\n\n\n<ul><li>A <strong>roadmap on the dissemination<\/strong> of Committee of Ministers\u2019 Recommendation CM\/Rec(2016)7 on young people\u2019s access to rights;<\/li><li><strong>Support measures<\/strong> to member states, local authorities and youth organisations to follow-up the conclusions of the review of Committee of Ministers\u2019 Recommendation CM\/Rec(2015)3 (access of young people from disadvantaged neighbourhoods to social rights);<\/li><li>The continuation of the <strong><a rel=\"noreferrer noopener\" aria-label=\"Human Rights Education Youth Programme (opens in a new tab)\" href=\"https:\/\/www.coe.int\/en\/web\/human-rights-education-youth\" target=\"_blank\">Human Rights Education Youth Programme;<\/a><\/strong><\/li><li>Indentification and remedies for the shrinking civic space on young people and youth organisations. Young people\u2019s access to rights requires the <strong>removal of legal, political and social barriers<\/strong>. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Youth participation and youth work<\/h2>\n\n\n\n<p>The second of the youth priorities is the <strong>empowerment <\/strong>of young people and youth organisations. They shall be given the chance to develop youth policies and youth work, as well as to get involved and make an impact in the community they live in. Hence, any barrier or obstacle should be removed. This can be achieved through:<\/p>\n\n\n\n<p>As for the <strong>young people<\/strong>:<\/p>\n\n\n\n<ul><li>Supporting young people to access their <strong>rights to assemble<\/strong> and <strong>freely form, join and be active in associations<\/strong>; enhancing young people\u2019s meaningful <strong>participation in political processes;<\/strong><\/li><li>Supporting youth participation in <strong>internet governance<\/strong> processes;<\/li><li>Promoting the <strong><a rel=\"noreferrer noopener\" aria-label=\"Revised European Charter on the Participation of Young People in Local and Regional Life (opens in a new tab)\" href=\"https:\/\/rm.coe.int\/168071b4d6\" target=\"_blank\">Revised European Charter on the Participation of Young People in Local and Regional Life<\/a><\/strong> and <strong>supporting member states<\/strong> and youth organisations to implement its principles;<\/li><li>Further disseminating the \u201cHave your say\u201d manual to public authorities and the non-governmental sector.<\/li><\/ul>\n\n\n\n<p>As for the <strong>youth work<\/strong>:<\/p>\n\n\n\n<ul><li>Pursuing the dissemination and implementation of Committee of Ministers\u2019 Recommendation CM\/Rec(2017)4 on youth work, developing and promoting a <strong>European youth work agenda<\/strong>;<\/li><li>Supporting the <strong>quality development<\/strong>, <strong>sustainability <\/strong>and <strong>recognition <\/strong>of<strong> youth work<\/strong> and <strong>non-formal education and learning<\/strong>, notably through the use of Council of Europe instruments in the member states (e.g. through the <a rel=\"noreferrer noopener\" aria-label=\"Council of Europe Quality Label for Youth Centres  (opens in a new tab)\" href=\"https:\/\/www.coe.int\/en\/web\/youth\/quality-label-for-youth-centres\" target=\"_blank\">Council of Europe Quality Label for Youth Centres <\/a>and the <a href=\"https:\/\/www.coe.int\/en\/web\/youth-portfolio\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Council of Europe Youth Work Portfolio (opens in a new tab)\">Council of Europe Youth Work Portfolio<\/a>). <\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/02\/graphicstock-group-of-young-people-having-fun-in-park-sitting-on-the-grass_SCRDVm2Z-.jpg\" alt=\"Group of young people having fun in park youth priorities\" class=\"wp-image-1511\" width=\"484\" height=\"324\" srcset=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/02\/graphicstock-group-of-young-people-having-fun-in-park-sitting-on-the-grass_SCRDVm2Z-.jpg 640w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/02\/graphicstock-group-of-young-people-having-fun-in-park-sitting-on-the-grass_SCRDVm2Z--300x201.jpg 300w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/02\/graphicstock-group-of-young-people-having-fun-in-park-sitting-on-the-grass_SCRDVm2Z--628x420.jpg 628w\" sizes=\"(max-width: 484px) 100vw, 484px\" \/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Inclusive and peaceful societies<\/h2>\n\n\n\n<p>The third priority aims at supporting young people and youth organisations in their work on <strong>peace building <\/strong>and <strong>social cohesion<\/strong>, to prevent and combat <strong>discrimination <\/strong>and <strong>exclusion.<\/strong> This will develop in two directions: first, by promoting social inclusion, fostering active participation, gender equality and combating all forms of discrimination on the grounds of <a rel=\"noreferrer noopener\" aria-label=\"Article 14 of the European Convention on Human Rights (opens in a new tab)\" href=\"https:\/\/www.jus.uio.no\/lm\/coe.convention.on.human.rights.1950.and.protocols.to.1966.consoloidated\/14.html\" target=\"_blank\">Article 14 of the European Convention on Human Rights<\/a>.
