{"id":1728,"date":"2019-05-29T18:00:17","date_gmt":"2019-05-29T16:00:17","guid":{"rendered":"https:\/\/youthnetworks.net\/?p=1728"},"modified":"2019-05-29T18:01:08","modified_gmt":"2019-05-29T16:01:08","slug":"youth-dialogue-european-guidelines-on-its-governance","status":"publish","type":"post","link":"https:\/\/youthnetworks.net\/youth-dialogue-european-guidelines-on-its-governance\/","title":{"rendered":"Youth Dialogue: European Guidelines on the governance"},"content":{"rendered":"\n<p>Among the outcomes achieved by the <strong>European Council<\/strong> of the ministers of Education, <a href=\"https:\/\/youthnetworks.net\/youth-policies-new-eu-council-conclusions\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"held on 22-23 May 2019 (opens in a new tab)\">held on 22-23 May 2019<\/a>, there are the guidelines for the governance of EU Youth dialogue. These will involve youth organisations, decision makers, experts and researchers, that will contribute to the overall objectives of the EU Youth Strategy through:<\/p>\n\n\n\n<ul><li>encouraging the participation of young people in democratic life in Europe;<\/li><li>promoting equal participation of young women and men;<\/li><li>including diverse voices and ensuring that all young people are able to contribute to policy-shaping.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The goal<\/h2>\n\n\n\n<p>The main goal of the guidelines is to provide an orientation for such dialogue. The <a rel=\"noreferrer noopener\" aria-label=\"European Youth Strategy (opens in a new tab)\" href=\"https:\/\/youthnetworks.net\/european-youth-strategy-2020-27-new-salto-report-on-inclusion\/\" target=\"_blank\"><strong>European Youth Strategy<\/strong><\/a> stated a certain flexibility for the member States in order to implement the key elements of the EUYD, in the framework of the following measures (see pt. 3 of the <a rel=\"noreferrer noopener\" aria-label=\"official document (opens in a new tab)\" href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-8760-2019-INIT\/en\/pdf\" target=\"_blank\">official document<\/a>):  <\/p>\n\n\n\n<ul><li>Building on <strong>experiences <\/strong>from the past;<\/li><li>Aiming at a clearer and leaner process<\/li><li>Preferably follow <strong>18-months work-cycles<\/strong>;<\/li><li>One <strong>thematic priority<\/strong> per cycle;<\/li><li>Its Work Plan;<\/li><li><strong>Flexibility <\/strong>with regard to the actors taking part in the governance and implementation of the EUYD;<\/li><li>Continuous <strong>follow-up<\/strong> to monitor quality outcomes and the impact of the whole process;<\/li><li>Recognition of the role of <strong>National Working Groups<\/strong>. They are the entities at Member State level, that are tasked with contributing to the organisation of consultations, promotion and impact of the dialogue with youth.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">The roles<\/h2>\n\n\n\n<p>What is clear here is the main role of the <strong>member states<\/strong>, that are strongly driven to enable the participation of the young people to the dialogue. For this purpose, <strong>National Working groups<\/strong> are being created (see pt. 13 of the document), that are meant to collaborate closely with the <a rel=\"noreferrer noopener\" aria-label=\"Young Working Party (opens in a new tab)\" href=\"https:\/\/www.consilium.europa.eu\/en\/council-eu\/preparatory-bodies\/youth-working-party\/\" target=\"_blank\">Young Working Party<\/a> at European level. The works would ideally last for cycles of 18 months each. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignright is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-1024x684.jpg\" alt=\"\" class=\"wp-image-1730\" width=\"500\" height=\"334\" srcset=\"https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-1024x684.jpg 1024w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-300x200.jpg 300w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-768x513.jpg 768w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-696x465.jpg 696w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-1068x713.jpg 1068w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280-629x420.jpg 629w, https:\/\/youthnetworks.net\/wp-content\/uploads\/2019\/05\/workshop-2209239_1280.jpg 1280w\" sizes=\"(max-width: 500px) 100vw, 500px\" \/><\/figure><\/div>\n\n\n\n<p>Great <strong>flexibility <\/strong>is given to the member states for this, keeping in mind the guidelines provided by the European Youth Strategy and  the suggestions of the Trio Presidency (this resolution is going to take effect from July 2019, so the one starting from the next semester). The <strong>Trio <\/strong>plays a leading role for the implementation of the EUYD. It shall work in cooperation with the European Commission and European Youth Forum as for the European level, and with the National Agencies and civil society representatives, as for the national one. <\/p>\n\n\n\n<p>A coordinating group will fill the gap between the two levels: the so-called <strong>European Steering group<\/strong> (ESG, see pt. 9 of the document). It will have the task of connecting the institutions and their bodies to the needs and demands of the people they represent, through the filter of the member states. It will be an additional guarantee of equality and representativeness, since it&#8217;s meant to have a special attention for the people with fewer opportunities and the ones that needs such dialogues most.
