Such a forum, based on common goals, will help bringing together the Member States through the setting of several benchmarks, listed on the <\/span><a href=\"http:\/\/ec.europa.eu\/education\/policies\/european-policy-cooperation\/et2020-framework_en\"><span style=\"font-weight: 400;\">Commission website<\/span><\/a><span style=\"font-weight: 400;\">: <\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">At least 95% of children should participate in early childhood education;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">fewer than 15% of 15-year-olds should be under-skilled in reading, mathematics and science;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">the rate of early leavers from education and training aged 18-24 should be below 10%;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">at least 40% of people aged 30-34 should have completed some form of higher education;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">at least 15% of adults should participate in lifelong learning;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">at least 20% of higher education graduates and 6% of 18-34 year-olds with an initial vocational qualification should have spent some time studying or training abroad;<\/span><\/li>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">the share of employed graduates (aged 20-34 with at least upper secondary education attainment and having left education 1-3 years ago) should be at least 82%.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">A set of <\/span><strong><a href=\"http:\/\/ec.europa.eu\/education\/policies\/european-policy-cooperation\/et2020-working-groups_en\">working groups<\/a><\/strong><span style=\"font-weight: 400;\">, formed by experts and stakeholders named by the Member States and the Commission, will cooperate to develop <strong>new policies<\/strong> to reach the goals drawn up by the ET2020 programme. Each of them will pursue a strategic objective, working in thematic groups.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <strong>first package of measures<\/strong> in order to reach the EEA has been taken earlier this year. A <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX%3A52018DC0271\">recommendation<\/a> from the Commission, adopted on\u00a0<\/span>May\u00a0the 22nd, foreshadowed the improvement of key competences for <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=CELEX:52018DC0024\">lifelong learning<\/a> (which aims \u201cto build on strong collaboration and synergies between industry, education, training and learning settings\u201d); a \u201c<a href=\"http:\/\/ec.europa.eu\/education\/education-in-the-eu\/digital-education-action-plan_en\">Digital Education Action Plan<\/a>\u201d, to be developed in the schools mainly through the <a href=\"https:\/\/ec.europa.eu\/education\/schools-go-digital\">SELFIE <\/a>platform; and, eventually, the sharing of <a href=\"http:\/\/ec.europa.eu\/education\/education-in-the-eu\/council-recommendation-on-common-values-inclusive-education-and-the-european-dimension-of-teaching_en\">common values<\/a>.<\/p>\n<p><span style=\"font-weight: 400;\">Common values, then, but also a common base and<strong> common rights<\/strong> for every European citizen, from its early years. The \u201c<\/span><strong><a href=\"http:\/\/ec.europa.eu\/education\/policies\/early-childhood-education-and-care_en\">Early childhood education and care<\/a><\/strong><span style=\"font-weight: 400;\">\u201d programme strives to guarantee to everyone good educational services all over the EU, on the base of the common social right to education. \u201cWithout high quality early education, a developmental and competences gap develops early between children with different socio-economic backgrounds, therefore, reinforcing the cycle of intergenerational transmission of disadvantage\u201c states the Council recommendation of May 22<\/span><span style=\"font-weight: 400;\">nd<\/span><span style=\"font-weight: 400;\">. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Moreover, <strong>mutual recognition of diplomas<\/strong> shall be an automatic principle within 2025, whereas in over 30 years of international mobility for students it is still difficult to have an academic qualification recognized even within the European borders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Now, a\u00a0<strong>second package<\/strong> of initiatives is being currently rolled out. The <a href=\"https:\/\/youthnetworks.net\/2018\/11\/05\/erasmus-2019-marks-the-beginning-for-the-european-universities-project\/\">European Universities<\/a>, the European student card, the European semester and, most interesting, a better targeting of the <\/span><strong><a href=\"http:\/\/ec.europa.eu\/esf\/main.jsp?catId=67&amp;langId=en&amp;newsId=9118\">European structural and investment Fund<\/a>\u00a0<\/strong>are all part of this latter.\u00a0<span style=\"font-weight: 400;\">M<\/span>ore specifically, the ESF has been empowered with a new initiative, the <strong>ESF+, <\/strong>that, for the period 2021-27, will merge different kind of funds: the ESF will then become one thing with the <a href=\"http:\/\/ec.europa.eu\/social\/main.jsp?catId=1176\">Youth Employment Initiative <\/a>\u2013 for the period 2014-20, the total budget of the YEI accounted for 8.8 billion. Indeed, all of this embodies just a part of a bigger project that sees 2020 as an important deadline for <a href=\"https:\/\/youthnetworks.net\/2018\/09\/12\/how-is-the-european-union-progressing-towards-its-europe-2020-targets\/\">many other topics<\/a>.<\/p>\n<p><span style=\"font-weight: 400;\">As the Commission clarified in the\u00a0<\/span><span style=\"font-weight: 400;\">recommendation<\/span><span style=\"font-weight: 400;\"> dating back to May 2018, the whole project shall represent one of the keys to make it possible for the entire European construction to overcome its most-perceived economical features and to strengthen the political view of countries bound together by a background of <strong>common values<\/strong>, taught in such a way that, as the years pass by, they can grow more and more organic at European level.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European Education Area\u00a0is preparing for a new expansion.
